We have setup sipx 4.4 to work with a new ITSP. They do not support
re-invites (bugger), but do support REFER, I think there is a CME on the
other side.

AN outbound call comes in to auto-attendant which upon entering "1" should
transfer to other internal extension. This fails and user hears busy/error
tone.

Can anyone see in the attached pcap if there is something wrong on sipx
side or itsp side.

sipX sends REFER to the "CME VoIP PBX Gateway" with the following

Refer-To:

Obviously it never came based on the capture.

However, it did send NOTIFYs for 183 and 200 Ok merely milliseconds
away from each other which are obviously bogus.

If they claim to support REFER, also ask them if they support custom uri
headers in a refer. In this case X-sipX-Authidentity and REFERENCES
headers.
