set logging levels in 4.6

Can't seem to find the logging levels screen in the 4.6 GUI. No "Logging Levels" under the System menu like 4.4, but there's a "Log Watcher" under Diagnostics that looks like it might be similar.

Unfortunately, it only lists one option:

Logging Level (Default: CRITICAL)
[Apply]

Logging levels was moved to individual settings pages.
